Stearns Weaver Miller Tallahassee Shareholders Recognized as 2022 Florida Super Lawyers

Stearns Weaver Miller announced that four of its Tallahassee Shareholders, Reggie Bouthillier, Douglas Kilby, Gigi Rollini and F. Joseph Ullo, Jr., were recognized in the 2022 edition of Florida Super Lawyers, and Shareholder Melanie Leitman and Associate Erin Tilton were recognized on the 2022 Rising Star list.

The Super Lawyers list is a rating service acknowledging outstanding lawyers in a particular state. Each state’s list features lawyers from more than 70 practice areas who have attained a high degree of peer recognition and professional achievement. The annual selections are made through a comprehensive statewide process that includes independent research, peer nominations and peer evaluations. Each year a maximum of 5% of lawyers per state are accepted onto the list. Additionally, the Rising Stars list, consisting of candidates either 40 years old or younger or in practice for 10 years or less, recognizes no more than 2.5% of lawyers per state.

Reggie Bouthillier has nearly 30 years of experience representing private and public sector clients throughout Florida in the areas of real estate, land development, land use, environmental and government affairs. He is a strong client advocate and has been actively involved in countless transformative real estate and development projects throughout the state over the past three decades. Reggie is particularly skilled at strategic planning, creative problem solving, complex project management, consensus building and dispute resolution. He is also a member of the Firm’s Board of Directors and serves as Chair of the Land Development, Zoning & Environmental Group.

Douglas Kilby is a seasoned litigator with over 30 years of industry experience, including as a Florida Senior Assistant Attorney General in the Economic Crimes (Antitrust) Division. He focuses his practice on class action, antitrust, business litigation, and government investigations, particularly matters involving the Attorney General’s office. Doug is highly experienced in representing commercial institutions in state and federal court, including lawsuits by consumers or competitors. He has more than 20 years’ experience advising clients with internal investigations and creating compliance policies and systems to reduce the risk of government investigations. Doug has also assisted companies respond to data breaches and comply with state and federal data breach notification laws and regularly advises companies on trade regulation matters, namely, consumer protection and advertising compliance.

Gigi Rollini leads the Firm’s Government & Administrative Law Group and practices all aspects of Florida Administrative law, litigation and appeals, including regulatory compliance, licensure, administrative complaints and disciplinary proceedings, government contracts, procurement and bid protests, rulemaking and rule challenges, state and local taxation, election compliance and litigation, and non-profit/trade association formation, compliance and management. In addition to her law degree (J.D.), Gigi holds a Master of Public Administration (M.P.A.) from the Florida State University Askew School of Public Administration & Policy.

F. Joseph Ullo, Jr. has nearly 25 years of experience serving clients throughout Florida. Joe counsels large and small business owners, land owners, private companies, federal agencies, and county and municipal governments statewide in all aspects of federal, state, and local environmental law, regulations, and processes that govern the consideration and usage of land, management of waste and real property rights.

Melanie Leitman (Rising Stars) practices in the areas of labor and employment, litigation and administrative and appellate law. Melanie has experience representing management-side clients in various employment-related claims, including civil rights-related claims at the state and federal level, whistleblower retaliation claims, enforcement of covenants prohibiting competition, and constitutional claims arising out of employment disputes. She has represented clients in pre-claim consultation, EEOC/FCHR position statements and investigations, state/federal court litigation, and appellate disposition thereof.

Erin Tilton (Rising Stars) represents private and public sector clients before local, regional and state agencies, courts and elected bodies on environmental, real estate development and land use matters. She has experience advising clients on a wide-range of complex land use permitting and entitlement issues, including comprehensive plans and amendments, rezonings, variances, concurrency and development agreements, Development of Regional Impact (DRIs) review and rescission and other related aspects of securing development authorization. She is skilled in developing and implementing litigation strategy as it relates to obtaining, challenging and defending development approvals.
