Reggie Bouthillier has nearly 28 years of experience serving private and public sector clients throughout Florida in the areas of land development, real estate, land use, environmental, governmental affairs, and administrative law. He advocates state-wide for clients’ interests before federal, state and local governments, and represents clients in a broad range of matters involving transactions, entitlements, permitting, licensing, compliance, policy/rule-making, legislative and litigation matters. Reggie is a member of the Firm’s Board of Directors and serves as Chair of the Land Development, Zoning & Environmental Group.

Glenn Burhans, Jr. represents clients in government-related and complex commercial matters in federal and state jurisdictions across the country. His practice includes constitutional and election law, governmental and internal investigations, regulatory and administrative proceedings, environmental litigation and class actions. He consults on drafting proposed legislation and ballot initiatives, and handles appeals in various federal and state jurisdictions. Glenn also represents: cannabis investors; medical marijuana cultivators, processors, and dispensaries; and applicants for medical marijuana treatment center licensing.

Kelly O’Keefe represents professional and family member fiduciaries in trust and estate litigation, and private and public sector clients in real estate litigation, complex business litigation and before government agencies. Kelly’s experience spans state, federal and local government forums. She has managed cases in multiple parallel forums, including arbitration, and brought cases successfully through appeal. Her clients appreciate the thoughtful manner in which she finds creative and cost effective solutions to difficult legal issues and seemingly intractable disputes regarding personal and family wealth.

Gigi Rollini leads the Firm’s Government & Administrative Law Group and practices all aspects of Florida Administrative law, litigation and appeals, including regulatory compliance, licensure, administrative complaints and disciplinary proceedings, government contracts, procurement and bid protests, rulemaking and rule challenges, state and local taxation, election compliance and litigation, and non-profit/trade association formation, compliance and management. In addition to her law degree (J.D.), Gigi holds a Master of Public Administration (M.P.A.) from the Florida State University Askew School of Public Administration & Policy.

F. Joseph Ullo, Jr. counsels large and small business owners, land owners, private companies, federal agencies, and county and municipal governments statewide in all aspects of federal, state, and local environmental law, regulations, and processes that govern the consideration and usage of land, management of waste, regulated substances, and real property rights. Joe has held public and private positions which assists his perspective in matters involving government oversight. As a registered patent attorney and professional engineer, Joe also advises clients on intellectual property matters including trademark prosecution, branding, brand protection, patent maintenance, and IP due diligence.
