Business License Tax

In June of 2016 the Chamber’s Business Advocacy Committee voted to request that the City of Tallahassee repeal the Business License Tax as part of the Fiscal Year 2016-17 budget process.  As part of that motion the members also supported a budget direction for the City that means no new taxes or fees for our business or city resident tax payers.

The Business Tax Certificate is established by Florida State Statute and City of Tallahassee ordinance, and applies to any person or business having a location within the city limits of Tallahassee that engages in any business activity that is required to pay a business tax and obtain a Business Tax receipt.  The Business Tax produced general fund revenue in FY15 of $1,776,130, with FY16 exceeding budget projections at $1,957,680 and budgeted in FY17 at $1,975,000.

The City Commission is scheduled to advise and vote on repealing the Business License Tax during their upcoming July 13 budget workshop.

City Millage Rate

A simple majority vote is required to adopt the proposed millage rate of 4.2000 for the City.  For purposes of Truth-in-Millage (TRIM) legislation, the rolled-back rate (including various adjustments per statute) that will recover the same amount of ad valorem revenue as collected in FY 2016 is 4.1109 mills.  With a simple majority vote, the Commission may adopt up to the maximum millage rate of 4.6546 mills.

City Staff is recommending the adoption of the of a millage rate of 4.2000 for the City.  They are also asking the Commission to approve setting September 14 and 28, 2016, as the dates for the public hearings on the final budget to begin at 6:00pm in the City Hall Commission Chambers at 300 South Adams Street.

Discussion of Closing Hours for Alcoholic Beverage Establishments

Commissioner Miller has requested a Commission level discussion about the recent ordinance changes that allow certain establishments to stay open until 4:00am.  Any changes could impact businesses that sell alcohol.

Approval of amendments to Interlocal Agreements to effectuate the designation of Blueprint as the City and County Economic Development Organization and establishment of the Tallahassee/Leon County Office of Economic Vitality — Wayne Tedder, Development Services & Economic Vitality

This item requests the City Commission’s approval of amendments to Interlocal Agreements to effectuate the designation of Blueprint as the City and County Economic Development Organization and establishment of the Tallahassee/Leon County Office of Economic Vitality.  On February 29, 2016, the Blueprint Intergovernmental Agency (IA) voted to authorize the designation of Blueprint as the economic development organization of record for Tallahassee/Leon County and directed the City Manager and County Administrator to establish the Tallahassee/Leon County Office of Economic Vitality (OEV) through a consolidation of the City and County economic development offices within the Blueprint organizational structure under the Department of Planning Land Management and Community Enhancement (PLACE).  In order to effectuate the actions taken by the Blueprint IA on February 29, 2016, and the Board on April 26, 2016, three Interlocal Agreements between the City and County must be amended.

LEON COUNTY COMMISSION MEETING

Consideration of Expanding the Greater Frenchtown/Southside Community Redevelopment Area (GFS District) and Acceptance of the Finding of Necessity for the South Monroe Street Study Area Parcels to be Added to the Greater Frenchtown/Southside Community Redevelopment Area

This item seeks the Board’s approval to expand the Greater Frenchtown/Southside Community Redevelopment Area and, subsequent to the City’s approval of the expansion, will require both the County and City to make annual tax increment payments to the Tallahassee Community Redevelopment Area (CRA) for an additional 26 parcels starting in FY 2018.  The baseline for the calculation of the tax increment will be the 2016 certified values and the payment will be based on the City’s millage rate.  Staff anticipates the early payments to be insignificant but they will continue to grow annually through the duration of the Greater Frenchtown/Southside Community Redevelopment Area which will expire in 2030.

If the County approves this measure, the item will go the City for approval before formal adoption.  Properties within the new area will be eligible for CRA incentives upon formal adoption.
