The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing various business and workforce functions throughout state government. Under the direction of Governor Ron DeSantis and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, technology, private prisons, and fleet and federal property assistance programs utilized throughout Florida’s state government. DMS is relied upon to establish, maintain and improve the business and workforce processes used by state employees to create a better, not bigger government. DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. This leadership position is responsible for the development of agency-wide long-range strategic and business plans, data analytics, performance reporting and high-profile project management for the Department of Management Services. This position partners with the executive leadership team and Division Directors to develop data-driven decision-making strategies, create aligned and successful strategies and operational directions to formulate changes and improvements, and lead a team of dedicated project managers and strategists. This position is also responsible for guiding the annual reporting efforts for the Department on performance measures, return on investment, performance evaluations, and ensuring Division efforts align with the Department’s strategic plan and objectives. Additionally, this position will lead the Department in identifying key data elements and providing thoughtful analysis and presentation of key data elements.
Specific responsibilities include, but are not limited to:
Understand and assist in the shaping of the Department’s strategy and mission
Develop plans to materialize strategy and analyze business proposals
Support the development of the Department-wide strategic plan and individual Division/Bureau plans and assist with implementation
Assess/measure the Department’s operational and strategic performance
Align processes, resources-planning and Division goals with overall strategy
Provide support and insight into significant organizational changes
Educate leadership in making effective decisions
Construct forecasts and analytical models
Monitor and analyze industry trends and market changes
Study current operations, service lines and products, and assist with the preparation of SWOT analyses at Department and Division level
Understand business operations and how to apply business intelligence strategically, as well as demonstrate strong data analysis, research and reporting, communication, training and networking skills
Collects, analyzes, and shares data to help business teams drive improvement in key business metrics, customer experience, and business results
Works with the BI Analyst during implementation gathering additional information when needed and keeping Leadership informed
Implements data structures using best practices in data modeling, processes, and technologies
Leads the integration efforts for merging BI platforms with production enterprise systems and applications
Explores the data and discovers patterns, meaningful relationships, anomalies, and trends.
Ensures documentation is created and maintained.
Identify, collect, analyze, interpret and present key data elements for the Department and make data-driven recommendations for improvements.
Guide the strategic and business planning efforts for the Department.
Develop aligned and successful strategies and operational directions to formulate changes and improvements.
Lead the Project Management Office in the effective and successful management of high-profile Department projects.
Develop measures using a balanced scorecard, benchmarks and reporting procedures for strategic and business planning efforts.
Facilitate, in collaboration with agency staff and partners, the development of key performance indicators, agency performance measures, benchmarks and reporting procedures.
Guide the annual reporting efforts for the department on key performance indicators, return on investment and performance evaluations.
Knowledge, Skills and Abilities:

Minimum Qualifications:
Completion of a four-year degree in a business related field from an accredited college or university is required. Experience in a business related field can substitute on a year-for-year basis for the required college education.
At least two years of professional experience with data analytics and interpretation.
At least two years of strategic planning at a leadership level in a large organization is preferred.
At least two years of experience with project management is preferred
Project Management Professional (PMP) or similar certification is preferred.
Experience with business analytics is preferred
