The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing the various business and workforce-related functions of state government. Under the direction of Governor Ron DeSantis and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, technology, private prisons, fleet, and federal property assistance programs utilized throughout Florida’s state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government. DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. Position responsibilities:
The employee in this position assists the Budget Manager to provide support and assistance to state agencies and program staff relative to monitoring and administering the program budget. The employee is also responsible for assisting with monitoring and tracking the program’s legislative appropriation, preparing budget analysis and detailed management reports. This position requires an overall knowledge of state financial processes, procedures, MyFloridaMarketPlace (MFMP), FLAIR, and a working knowledge of the Legislative Budget Request (LBR) process.
Specific duties include assisting the Budget Manager, but are not limited to, the following:
Coordinate the budget reporting process for all budget areas and provide timely budget and spending plan status information and other data to management. Consult with management on the preparation of the Certified Forwards submittal to DMS F&A.
In coordination with management, make recommendations for the development of budget issues and budget amendments. Assist division managers with the preparation of the Legislative Budget Request and budget amendments.
Prepare budgetary reports within a timely manner. Provide information and assistance to co-workers, customers, etc. Investigate, assess, analyze and provide innovative solutions for budget issues and or problems in a timely manner.
Monitor the condition of all budget entity trust funds, notify management of related concerns and make recommendations to guarantee continued solvency.
Produce monthly reports for each fund so that DST leadership can stay apprised of current trends
Collect, monitor and compile spending and activity data related to the trust fund.
Analyze surplus/deficit situations and report findings to appropriate program area and management.
Monitor and project the Division’s salary and rate balances to assist leadership’s succession-planning efforts.
Aid management by monitoring and reporting of the budget and spending plans for the division.
Provide information and training on administrative and financial policies and procedures to staff within the organization
Other related duties as assigned
Knowledge, Skills and Abilities:
Knowledge of the Microsoft office suite (Word, Excel, PowerPoint, Outlook, SharePoint).
Knowledge of budgeting
Working knowledge of MyFloridaMarketplace (MFMP)
Knowledge of cost allocation and cost allocation principles
Knowledge of and ability to work within the FLAIR Accounting System
Ability to communicate clearly and effectively in writing
Ability to prepare and maintain a variety of financial reports
Ability to plan and organize work assignments and to meet deadlines
Ability to establish and maintain constructive & cooperative working relationships with others
Ability to work independently

Minimum Qualifications:
Bachelor’s degree in Business, Accounting, Finance (or a related field) or 4 years of equivalent experience.
At least 2 years of financial experience
Microsoft systems experience
