The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing the various business and workforce-related functions of state government. Under the direction of Governor Ron DeSantis and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, technology, private prisons, fleet, and federal property assistance programs utilized throughout Florida’s state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government. DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. Position responsibilities:
This is a highly responsible accounting position with supervision and control over the Disbursement Section of the Bureau of Financial Management Services. This position’s responsibilities include assisting in the development of departmental accounting policies and procedures in coordination with Management and the Bureau Chief.
Supervises, trains, coordinates, and participates in the processing of disbursements, pre-audit functions, and other related accounting activities to include to the following:
Travel reimbursements for DMS employees.
MFMP vendor payments
Contracts and FLAIR payments
Journal transfers
Pcard payments processed in WORKS
All other vendor payments
Assist in developing and administering cost distributions for office supply issues from postage usage, UPS, RPS usage, print shop cost, administrative fees, utilities usages and Centrex & Suncom usage.
Fixed Capital Outlay: Supervises the payments and reconciliation of Fixed Capital Outlay projects. Assists and reviews FCO contracts relative to items allowable for payments for Architect/Engineer and Contractors and any other payment that would be relative to Fixed Capital Outlay. Assists in reconciling FCO projects to State Accounts and prepares various analyses of FCO.
Serves as one of the Department’s representatives and point of initial contact by the Office of Vendor Ombudsman in the Department of Financial Services relative to vendor complaints. Provides from various sources information required by that office to settle contract disputes, questions on interest penalty charges on late payments, and other related matters. Monitor the Department compliance with Section 215.422 F.S. (Prompt Payment Law) and advises management of status.
Develop, create, and maintain policies and procedures for Disbursements’ functions
Coordinate and prepare year-end certified forward process that includes:
Setting up certified payables, encumbrances, and/or receivables
Monitoring certified forward reports for accuracy
Coordinating with the program areas to ensure funds are reserved
Provide training to program areas and the disbursement staff
Assists in the development and implementation of policies and procedures to maintain internal control throughout the Department. Assists in the preparation of year-end forms required by State Financial Groups.
Interprets financial data to assist program areas, ensure budget and cost distribution compatibility. This will include object codes, categories, and release analysis.
Knowledge, Skills and Abilities:
Three years of Accounts payable experience
Three years of FLAIR experience
Three years of MFMP experience
Three years of travel experience
Knowledge of Financial Accounting Policies and Standards
Knowledge of FLAIR expenditures
Ability to work within Microsoft Excel, MS Word, MS PowerPoint
Ability to plan and organize work assignments and delegate as required
Ability to work in a team environment
Ability to establish and maintain effective working relationships.
This position requires sedentary work and repetitive motion.

Three years of travel experience
Supervisory experience preferred
