Thomas Howell Ferguson P.A., a professional accounting, assurance, and tax services firm in Tallahassee, welcomes Bill Monroe to the firm. He will be working with the governmental services team as a government consultant in the Tallahassee office.
Bill Monroe received his bachelor’s degree in accounting and finance from Florida State University. He is a licensed CPA and has over 30 years of experience in governmental accounting and auditing services. Bill specializes in government services consulting.
Bill served as Florida’s Auditor General for over seven years and was responsible for financial (including A-133 federal financial assistance), operational, and performance audits of State agencies, universities, community colleges, district school boards, local governments, and nonprofit entities. It was in this role that he was involved in the planning, problem resolution, and reviewing of major issues. He gained experience in providing audits of financial statements and Federal awards, as well as operational audits (compliance, internal controls, etc.) of Florida’s state agencies, universities, colleges, school boards, and other quasi-governmental organizations.
Bill served ten years in the State of Florida Comptroller’s office (currently Chief Financial Officer’s office) holding the positions of Director of Division of Accounting and Auditing and Deputy State Comptroller. It was during this role that he was responsible for State accounting, auditing, payroll, information systems functions, disbursement and financial accounting and reporting functions, and the State unclaimed property program.
Bill has also served as the former Florida Purchasing Director working extensively with State purchasing laws and rules.
Bill is a member of the Florida Institute of Certified Public Accountants, where he was named an “Outstanding CPA in Government” in 2007. He is also a member of the American Institute of Certified Public Accountants and a past member of the GAO Advisory Council on Government Auditing Standards where he was appointed by the U.S. Comptroller General to provide input and recommendations for the 2007 revision to Government Audit Standards (Yellow Book).
