Position Summary:
Emergency Coordinating Officer, Office of the Secretary
The Emergency Coordinating Officer (ECO) is responsible for administering DMS’ emergency preparedness and response activities, including emergency support function (ESF) coordination with the Division of Emergency Management (DEM), coordination of all emergency response activities across the agency, agency-wide emergency preparedness training, and continuity of operations (COOP) planning. In addition, the ECO serves as the primary point of contact for coordinating internal and external communications during emergency response activities. This position requires an individual who thrives in the emergency management arena and enjoys serving Floridians.

Pay Range:
$60,000 – $70,000

Organization Background:
The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing various business-related functions throughout state government. Under the direction of Governor Rick Scott and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, private prisons, and fleet and federal property assistance programs utilized throughout Florida’s state government. Position Responsibilities:
Specific responsibilities of the ECO include, but are not limited to, the following:
•Serve as a member of DMS’ Office of the Secretary and strategically manage DMS’ emergency preparedness and response activities.
•Serve as the primary point of contact and liaison between DEM’s Emergency Operations Center and DMS Executive Leadership.
•Serve as a member of the State Emergency Response Team (SERT).
•Coordinate internal and external communications with the Executive Officer of the Governor, DEM, sister agencies, DMS Executive and Senior Leadership teams, and DMS staff who perform critical functions during emergency management activations.
•Establish and maintain critical relationships necessary to maximize ESF services provided by DMS.
•Coordinate training of DMS employees who provide ESF responsibilities and manage DMS’ ESF responsibilities during activated and non-activated periods.
•Coordinate the generation of critical data and reports of building closures by the state, county, and local governments across Florida during emergency crises.
•Coordinate all emergency preparedness and response activities across DMS’ nine divisions to ensure excellent internal and external customer service during emergencies.
•Communicate complex information during emergency and non-emergency periods to internal and external stakeholders of varying backgrounds and experience.
•Coordinate coverage by DMS employees for the Florida Emergency Information Line (FEIL).
•Create and implement emergency management and building safety trainings for all DMS employees.
•Oversee the development and implementation of sound emergency management policies and procedures.
•Assist with proactively identifying emergency management needs.
•Recognize and anticipate issues and risks; gather appropriate information and proactively resolve issues; build consensus among pertinent stakeholders; and escalate issues as appropriate.
•Effectively communicate and exhibit the agency’s mission, goals, and values to internal and external customers.
•Foster a healthy and productive work environment.

Candidate Profile Experience:
The Emergency Coordinating Officer should possess the following qualifications:
•Five years of progressively responsible experience in emergency management, emergency response, logistics, or a related field.
•Experience working in the State Emergency Operations Center or a similar center is highly desired.
•At least two years’ experience leading and coordinating teams of professionals during disasters.
•Experience coordinating with the Executive Office of the Governor is highly desired.
•Ability to effectively communicate.
•Successful management of numerous large-scale projects or programs.
•Professional or leadership experience working in Florida state government is desired.

Education:
Completion of a four-year degree from an accredited college or university is required. Professional experience in emergency management may substitute on a year-for-year basis for the four-year degree. A graduate degree in emergency management, communications, public administration, or a related field is desired.

Reporting Relationships:
The Emergency Coordinating Officer reports to DMS’ Chief of Staff, who reports to Secretary Erin Rock.

While the ECO does not have direct reports, he or she has significant leadership responsibilities related to managing DMS employees who provide ESF and other emergency management support during activated and non-activated periods.
